VI HLM: “New Visions of Partnership and Neighborhood for Europe”

On 8–9 October 2015, twenty-one leaders from frontline states facing the challenges of refugee flows and economic development convened in Sofia for the conference titled “New Visions of Partnership & Neighbourhood for Europe.”

The meeting was organized by the Nizami Ganjavi International Center under the auspices of the President of Bulgaria, Rosen Plevneliev. Bulgaria, hosting thousands of refugees and migrants in transit camps, served as a central point of discussion in addressing the regional impact of the crisis.

Participants emphasized the urgent need for solidarity—within the EU, with non-EU countries, and with the broader international community—to effectively respond to the political, economic, and humanitarian dimensions of the refugee crisis. Leaders underlined that today’s challenges cannot be solved with outdated, 20th-century approaches, calling instead for stronger early-warning mechanisms and collective political will to address root causes of conflicts.

The Leaders’ Declaration highlighted the necessity of renewed debate on Europe’s core values and closer engagement with the South Mediterranean and Middle East based on shared principles. It stressed that refugees must be received and provided with necessary protection until they can safely return home.

The statement also called for Western Balkan countries aspiring to join the EU to be more closely integrated into Europe’s migration policies. Participants warned that a divided Europe risks undermining international law and security, especially in the Eastern neighbourhood.

Organizers expressed hope that the consensus reached during the discussions will contribute to a stronger foundation of solidarity and provide guidance for navigating ongoing political, economic, and humanitarian challenges.
